Introduction


Periodof the National Organization After thebattle of Caseros, which involved the fall of Juan Manuel de Rosas as governorof Buenos Aires, the provinces of Santa Fe, Corrientes, Entre Rios and BuenosAires signed the Palermo Protocol. Subsequently, the San Nicolás Agreement,signed in the presence of most provincial governors, confirms the character offundamental law of the Federal Pact. It then calls in 1852 to a GeneralCongress, in order to make a constitution for the Confederation. The text,adopted by Urquiza on May 25, 1853, was sworn by the republic on July 9, withthe exception of Buenos Aires, which would join the Confederacy in 1860,following the Battle of Cepeda and signature Union Pact of San José de Floreslast year. It was immediately reformed the Constitution, being consummated theunion of the country. The reform emphasized the federal form of the republic,while in the ideological, kept the scheme of the Constitution of 1853.
